Building and strengthening digital trust
In line with the National Digital Transformation Program and the National Cyber Security and Safety Strategy, the new phase of the Information and Communications Infrastructure Planning also emphasizes the view that network information security and cyber security are prerequisites, linked to digital transformation activities.
Along with that, develop and deploy technical systems, solutions, and platforms to ensure network information security and network security to serve the digital government, digital economy, and digital society, contributing to ensuring national security; at the same time, ensuring safety for people and securing data and electronic transactions online. Universalize basic network information security tools and services for agencies, organizations, businesses, and all people.
As a component of the overall IT&T infrastructure, network information security and network security are linked and go hand in hand with other components towards creating and maintaining a safe and trustworthy environment for the development of digital government, digital economy and digital society. To create and strengthen digital trust and promote the formation of a 'clean' cyberspace, the Plan has set specific goals for two periods up to 2025 and 2030.

Expressing his impression of the 100% rate of information security and network security targets in the Plan, the analyst said: With the current conditions in Vietnam, realizing these targets is feasible. “If we make efforts and achieve the goals in the plan, I believe that Vietnam will not only create a safe and trustworthy environment for digital transformation, developing digital government, digital economy and digital society, but also contribute to enhancing Vietnam's position in the field of information security and cyber security,” the expert stated.
Mobilizing the whole society to participate in protecting cyberspace
Referring to the network security and infrastructure network security components, the Institute of Information and Communications Strategy said: With the new planning, Vietnam aims to become a network security powerhouse to protect national cyberspace sovereignty, ensure information security and social order and safety.
To do this, the strength of the whole society will have to be mobilized. Every organization and individual has the right and obligation to ensure the safety of the new living environment - the network environment, in which state management agencies play the role of coordinating, connecting and sharing information.
Systems and platforms to ensure network information security focus on 5 groups, including cyberspace monitoring systems.
According to the unit that drafted the Plan, raising awareness is one of the breakthrough solutions. Accordingly, unifying awareness from the central to local levels that ensuring information security and network security is the responsibility of the entire political system, with the National Cyber Security and Safety Steering Committee playing the role of coordinating the coordination of four forces including the Public Security, National Defense, Information and Communications and the Central Propaganda Department.
“These forces will proactively and coordinate to perform their assigned functions and tasks. Regularly disseminate and thoroughly understand the Party's guidelines, the State's policies and laws on network information security and network security, considering this an important task of the political system,” said a representative of the Institute of Information and Communications Strategy.
At the same time, ensure information security and network security in the process of selecting and deploying services and technologies for the IT&T infrastructure, prioritize the use of Vietnamese information security and network security products. There are regulations to protect important national information systems and IT&T infrastructure throughout the process, from design, construction to operation and exploitation.
To solve the problem of low investment in network information security over the past years, the Information and Communications Infrastructure Planning has proposed a solution: Mobilizing resources to serve the development of network information security and network security. The State ensures funding for national network information security and network security; allocates funding for network information security and network security to reach at least 10% of the total budget for science and technology, digital transformation, and IT application.
From the business perspective, an information security expert believes that, with the current capacity of domestic enterprises, the information security and network security component of the upcoming planning will be effectively implemented: “Ministries, branches and localities can confidently entrust the responsibility of consulting, deploying and operating information security systems to Vietnamese enterprises. On the other hand, information security and network security enterprises need to quickly demonstrate their capabilities and qualifications in solving specific problems in Vietnam.”
