The land, natural resources and environment database is one of six databases that create the foundation for e-government. Therefore, building and completing digital data on natural resources and the environment is an urgent need.

 

Currently, the Ministry of Natural Resources and Environment is still actively developing policies and mechanisms to create favorable legal conditions and technological solutions for digital transformation and development of a national digital government. family in general;

Make some recommendations, in which the authorities need to complete legal regulations, economic and technical norms, and unit prices to facilitate digital transformation and digitization, ensuring "correct - sufficient - clean - alive" data;

Prioritize institutional conditions, regulations, and resources to complete the construction and maintenance of key national databases, information systems, and e-Government development platforms.

Along with that, the ministry has a practical mechanism to prioritize the allocation of revenue from land and resources, in order to digitize, standardize, complete and operate the national database on land, resources and environment; promote the widespread deployment of artificial intelligence platforms in the development of e-Government towards a digital Government serving people and businesses for socio-economic development...

According to a report from the Ministry of Natural Resources and Environment, by the first quarter of 2024, the ministry has issued 8 decisions on digital transformation, information technology application, and online public service provision in the natural resources and environment sector. ;

Continuing to complete and submit to the Minister of Natural Resources and Environment for consideration and promulgation of legal documents, standards, technical regulations, and technical regulations to ensure the legal basis to serve digital transformation, e-Government development, towards a digital Government in the natural resources and environment sector;

Implement and complete the contents of digital transformation, information systems, databases, online public services, electronic transactions... in legal documents guiding the newly approved laws. promulgate.

The Ministry has built and completed the information technology technical infrastructure, digital infrastructure for common use, centralized management at data centers, which have been gradually upgraded to serve effective exploitation and use. save money, meet safety, information security and needs of units, support local departments of natural resources and environment;

Deploying digital signatures, digital certificates, and digital signature authentication for specialized Government use; changing digital certificate information for organizations and individuals under the ministry...

The Ministry of Natural Resources and Environment has been continuing to improve, upgrade, deploy and operate digital platforms to meet the needs of people and businesses.

In which, the ministry has deployed, operated integration, shared data, ensured information security, shared national data, ministries, branches, localities, organizations, individuals and information systems with 248 services, the total number of transactions in the first quarter of 2024 was 2,549,164 transactions, the number of electronic documents (digitally signed) sent and received was 32,595 documents.

Up to now, 63/63 provinces and cities have been implementing the construction of land databases with 455/705 district-level administrative units completed; connect and share with the national population database with data from 461/705 district-level administrative units; 6,198/10,599 commune-level administrative units and is continuing to be implemented.

 

In addition, the Ministry of Natural Resources and Environment has completed building the national geographic database and established national topographic maps at scales of 1:25,000; 1:100,000, 1:250,000, 1:500,000, 1:1,000,000 mainland and national geographic database, seabed topographic map in Vietnamese waters, contributing to helping ministries and branches , localities serve planning, direction, administration and socio-economic development.

In addition, the ministry is continuing to operate and provide 88 online public services, including 36 full-service online public services (accounting for 40.91%); connecting with national databases on business registration, insurance, population and the system for collecting and evaluating the use of information and online public services (EMC system).

It is expected that digitization of records and handling of administrative procedures will be 100% completed in 2024.

Regarding the implementation of Project 06/CP, the Ministry of Natural Resources and Environment has completed the task of promulgating circulars with regulations related to the submission and presentation of paper household registration books, paper temporary residence books or Documents requiring confirmation from the locality of residence, 3 circulars have been issued to replace and amend 4 related circulars...
